Based on an analysis of 4 log transport documents (BCBG notebooks), we concluded that the number of trees authorized for exploitation by species was exceeded. The quotas for the 6 authorized species have all been exceeded for a total of 56 trees. At least 8 trees of unauthorized species samples were harvested. Note that we were only able to consult 4 of the 8 notebooks listed in the operating permits, meaning that these offenses are only a minimum estimate of the illegal cuttings.... Read more

Of 500 logs recorded in log transport documents (BCBG) only 335 included geographic coordinates of the harvesting point. Of these 335, 194 were cut outside the Block 21 area. This indicates that SODEFOR does not check the conformity of the coordinates appearing in the BCBG allowing STBC to declare logs that are not harvested in the authorised cutting area. ... Read more

The procedure for starting exploitation, concerning the order of preparation and issuing of operating documents before the start of exploitation, was respected for the first Operating Agreement concluded on block 6. Operating documents must be issued before logging activities begin. While this was the case for the first operating agreement for Block 6, the operating documents for subsequent contracts for Blocks 5 and 6 were either signed either before or in the absence of a complete inventory needed to finalise the LAAC (list of authorized trees to cut). Worth noting is that the issuance of the Operating Agreement of March 2018 respected the procedure.... Read more

On block 6, operations were carried out without taking the LAAC into account, with an exemption from General Management. About 166 logs were cut down in the protected zone of the classified forest (block 5 & 6), which constitutes a violation of the Forest Code. Materialization of the block boundaries did not take into account the protected zone. Furthermore, the trees of the protected zone were numbered during the forest inventory. Overcutting of 21 logs in block 6, which was offset by SODEFOR by deducting the same number of logs for the next contract for the same block. Better monitoring must be carried out at the UGF level in order to count the logs actually felled and not only those loaded on the logging trucks and recorded in the transport documents. In addition, the SODEFOR procedure for sanctioning over-cutting must be clarified in order to comply with the provisions of the Forest Code sanctioning non-compliance with exploitation quotas....
